City of Santa Barbara: the rule in full

Dogs may be off-leash on the beach from the Shoreline Park staircase west to the eastern edge of the Arroyo Burro estuary. Elsewhere dogs need a 6-foot leash, and they are not allowed on East Beach, West Beach or Leadbetter Beach.
