Shorebird nesting areas can close to dogs at short notice. Follow the signs at the beach.

City of Carmel-by-the-Sea: the rule in full

Dogs may be off-leash on Carmel Beach under voice control (within 25 feet of you and returning on command). Leash them at the bottom of the stairs or ramps when leaving, and everywhere else in town, including the Scenic Pathway.
